Rowosari Village is one of the villages that has established a Village-Owned Enterprise (BUMDes) as a strategic effort to improve community welfare. Based on Law No. 6 of 2014, BUMDes functions as an enterprise whose capital is owned by the village through the separation of village assets to manage resources, services, and productive businesses for the maximum prosperity of the villagers. Rowosari Village possesses great potential in tourism, agriculture, and plantation sectors, yet it continues to face economic challenges with a high number of low-income households. This study aims to (1) describe the role of BUMDes Raung in improving community welfare in Rowosari Village, Sumberjambe District, and (2) identify its supporting and inhibiting factors. The research employs a descriptive qualitative method with data collected through observation, interviews, and documentation. Data analysis follows Miles and Huberman’s model, including data condensation, display, and conclusion drawing. The results show that BUMDes Raung has fulfilled its role in accordance with Government Regulation No. 11 of 2021, particularly in managing enterprises, developing village potential, providing services, increasing village income, and managing assets. However, its role in developing the digital economy has not been effectively implemented due to limited human resources and technical constraints. Inhibiting factors include low human resource capacity, natural disasters, pest attacks, and market price instability, while supporting factors consist of government support, community participation, and abundant local potential.
